Atlanta, GA – October 20, 2025 – The National Association for Rational Sexual Offense Laws (NARSOL) proudly announces that John Dawe, Managing Director of Pennsylvania Association for Rational Sexual Offense Laws (PARSOL) and NARSOL’s Marketing Director has been named 2025 Advocate of the Year. The honor was presented during the 2025 NARSOL National Conference held this past weekend in Atlanta, Georgia.

“John’s work has inspired countless advocates and given hope to individuals and families impacted by irrational sexual offense policies,” said NARSOL chairman Robin Vanderwall. “His passion, professionalism, and persistence exemplify the spirit of this award.”
This recognition celebrates Dawe’s unwavering dedication to advancing rational, evidence-based sexual offense laws and promoting humane, effective policies at both the state and national levels. His leadership has been instrumental in expanding community engagement, strengthening strategic partnerships, and elevating the movement’s message through innovative communication and advocacy initiatives. He often coaches others with past sexual harm convictions toward a fulfilling offense-free, healthy life.
“John Dawe is a force to be reckoned with. His dedication to helping people throughout Pennsylvania and across the nation, take past harms and transform them into actions that promote a safer society makes him an ideal fit for this honor,” added PARSOL Advocates Chair Randall Hayes. “He is an inspiration to others in our movement, exemplifying our message that change is possible and policy modernization is a key to safer communities.”
At NARSOL, Dawe serves on the marketing, government relations, and conference operations teams. At PARSOL his role includes financial management, public policy work, government relations, and overall strategy and project management. He actively mentors state leaders across the country in the areas of strategic planning, marketing, and organizational structure.
“I am honored to receive this award,” Dawe said during the awards ceremony. “I learned how to organize communities from those in the LGBTQ+ equality movement, especially creating effective teams and amplifying the underrepresented. I learned the ins and outs of sex offense policy through the support of PARSOL’s Josiah Krammes and Randall Hayes and NARSOL’s Brenda Jones, and the amazing network of state leaders across the movement. This award is for them, too.”
